Yes, it is indeed a Sandy Lynam Clough design! I actually found this at Scott's Bookstore here in Newnan years ago, and it is one of my favorite Christmas decorations. The plate (in case you ever want to look for one on eBay or something) is called "The Twelve Teas of Christmas Cookie Plate."
